Being on a CTOS blacklist is stressful and there are a lot of bad actors who exploit that stress with false promises. This guide will not lie to you. Some situations have a path forward; others do not. We will be specific about which is which.
The phrase "CTOS blacklist" is loose — it covers everything from a single late payment 5 years ago to an active bankruptcy. The right answer depends almost entirely on which version of "blacklisted" you actually are. This guide breaks it into 4 clear scenarios and tells you, honestly, what you can do about each.
The 4 types of "CTOS blacklist"
Old late payments (1-2 entries, 2+ years ago)
Behaviour since has been clean. Most licensed moneylenders, including us, will consider you. Realistic answer: yes, with documents.
Active "litigation" entry (judgment debt outstanding)
You owe a creditor and they obtained a court judgment. Pathway: settle or negotiate the underlying judgment first, then re-apply with the settlement letter. Without that, very few licensed lenders will help.
Multiple recent late payments + low score
Your CCRIS shows late payments in the last 6 months across multiple accounts. Risk profile is high. We may approve a small amount (RM2k-RM5k) with a short tenure as a rebuilding loan, but expect higher caution.
Active bankruptcy or current AKPK Debt Management Programme
Lending to you is legally restricted. Bankruptcy: must wait for discharge (3 years minimum). AKPK: complete the programme first. We will not lend in either case — this protects you from compounding the problem.
How to figure out which scenario you are in
Before applying anywhere, get the full picture. Two reports, both worth pulling once:
- CCRIS — free from BNM (eCCRIS portal)Shows all your loans with banks, repayment status by month for the last 12 months. The "1=on time, 2=1-2 months late, 3=3+ months late" pattern is the key signal.
- CTOS — RM 8 first report (ctos.com.my)Shows your CTOS Score (300-850) plus any litigation entries (court cases, bankruptcy, judgment debts) and trade references.

Red flags from "loan for blacklisted" advertisers
Stress makes people accept terms they would normally reject. Watch for these patterns from anyone offering you a "blacklist OK" loan:
Asks for an upfront "processing fee" or "stamp fee" before disbursement. Real lenders never charge upfront.
Promises 100% approval before seeing your CCRIS or any documents. No legitimate lender does this.
No SSM number or KPKT licence visible on the website. Not a registered company.
Threatens consequences if you withdraw ("we already started processing, you must pay").
Requests your IC photo before discussing any loan details.
Communicates only via WhatsApp from a personal number, no website.
Rebuilding from CTOS damage
CTOS damage is not permanent. The fastest way to restore creditworthiness:
- Settle any outstanding judgments, get the settlement letter, send it to CTOS for record update.
- For 6 months, make every existing payment on time. Even small accounts (postpaid phone, utility) count.
- Take a small new loan and repay it on time for 12 months — this builds positive CCRIS history.
- After 12 months of clean repayment, your CCRIS pattern will show "1" across the board, which most lenders weight more than older "2" or "3" entries.
- Avoid applying for many loans at once — multiple inquiries are themselves a negative signal.

I am blacklisted on CTOS — can any lender give me a personal loan?
It depends entirely on WHY you are blacklisted. Late-payment entries from years ago with clean recent behavior: yes, licensed moneylenders like us regularly approve. Recent court judgment, active bankruptcy, or AKPK ongoing programme: very difficult or impossible by law. Send us your CTOS on WhatsApp and we will tell you within an hour.
What is the difference between CCRIS and CTOS?
CCRIS is run by Bank Negara Malaysia and tracks your loan accounts with banks (1 free check per year via eCCRIS). CTOS is a private credit bureau aggregating wider data — court records, business registrations, trade references. Both can show "blacklisted" status from different sources. Banks weigh CCRIS more heavily; we look at both.
How can I check if I am actually on CTOS blacklist?
Visit the official CTOS portal (ctos.com.my). The first report costs around RM 8, subsequent reports RM 28. The report shows your CTOS Score, any "litigation" entries (court cases), and your recent loan history. Look at "litigation" — that is where blacklisting usually shows up.
Will applying for a loan make my CTOS worse?
A formal application creates a "credit inquiry" which appears for 12 months but does not significantly affect your score on its own. Multiple inquiries in a short period (5+ in 30 days) does signal distress to lenders. To minimise this, send your CTOS report on WhatsApp first — we can pre-assess without a formal credit check.
Can I clear my CTOS blacklist?
Yes for litigation entries: pay off the underlying judgment, then write to CTOS with the settlement letter to update the record. The entry stays on your file but is marked "settled" — much better than "outstanding". For bankruptcy: discharge takes 3 years from declaration via MdI, after which the record can be removed.
I see lenders advertising "loan for blacklisted" — are they legit?
Mixed. Some are legitimate licensed moneylenders (like us) being upfront about who we serve. Others are Ah Long using "for blacklisted" as bait. Always verify SSM number and KPKT licence (WL/PL prefix) on the website before sharing your IC. Never pay any upfront fee.
What is the interest rate for blacklisted borrowers?
Same rate as anyone else with us: 12-18% per annum, simple interest — capped by the Moneylenders Act 1951. Your CTOS status does not change the legal rate cap. What it might affect is the loan amount or tenure we can approve, not the rate.
How long after settling a CTOS judgment can I apply for a new loan?
There is no statutory wait period. We can review immediately upon receiving the settlement letter. Realistically, 3-6 months of clean post-settlement behavior on bank statements makes approval much more likely.
I am in AKPK Debt Management Programme. Can I take another loan?
No. Taking a new loan while under AKPK breaches the agreement and can result in being removed from the programme — usually a worse outcome. Complete the AKPK programme first, then you can borrow again. We will tell you this honestly if you ask.
Should I just borrow from family instead?
Often yes — it is interest-free. But there are real reasons to prefer a regulated loan: it builds your credit history back up (a year of on-time repayments to a licensed lender shows on CCRIS as positive), and family loans can damage relationships. Consider both seriously.
